Sebastiàn de la Rica is a Civil Engineer at the Universidad Politécnica in Madrid. He is also engineer in the Planning Division of the National Highway Department.
He spent one year in the U.S.A. working with the Traffic and Transportation Consultant Firm Wilbur Smith and Associates.
He is President of the Municipal and Provincial Engineers Association of Spain (AIMPE).
From 1979 to 1982 he was President of the INTERNATIONAL FEDERATION OF MUNICIPAL ENGINEERS. (Elected in New York, May 1979).
He is now Director of the Traffic Technical Department of the city of Madrid. (Director de Servicios de Circulación del Ayuntamiento de Madrid).
